You can take that voucher and go to a public school if you want. But if there's a private school that costs $15k, that is much better than the shitty public school near you, then you can give them your voucher and pay the remaining $5k.
It's basically a program to force public schools to compete for gov't education allocated funds. The idea is that parents are going to want what's best for their kids, and will take their vouchers and be very careful about how they use it, trying to get the best bang for their buck.
This is the plan DeVos and Trump have been talking about for years, but for some reason he hasn't set her loose on the establishment yet. My theory is he's waiting until his second term.
