Was the child wearing a button down shirt in the front or a tighter tshirt? My initial reaction is that someone grabbed his collar while he was running or pulled. This should absolutely be reported and reviewed by a trained professional. Also, do not ask him any questions about this directly or 'lead' him in conversation. If he presents any information log it. Otherwise, details can potentially be thrown as non-credible out if you try to investigate yourself.
Honestly? I was a foster parent for a very long time and am a child care professional. I saw really good parents have children removed from their homes for marks (due to other helicopter moms). I have also had children in my home that were indeed abused and had similar marks to this due to strangulation from adults in their lives. It sucks, and yes I'm much more protective than I would like to be. But I have also had to defend myself against false allegations and my documentation, video, and thoroughness have been a hard requirement in my life.
Also, these are clearly not typical bumps or bruises for a three year old.
