Lets create a registry list for all those who vote to defund the police. Have their names and number on this list. Get that list to every major telephone carrier, at&t, tmobile, verizon, etc. and ordered them to implement this list. When one of these phone number dial 911, have an automated attendant says "Sorry, you vote to defund the police, the police says sorry can't help you."
