When a hurricane/natural disaster occurs in Texas and an emergency is declared with curfew set, looters can be & are shot on sight, every once in a while. Please, tell me why there should be a difference between a natural disaster emergency declaration vs. a contrived disaster, like national riots?

Eliminating the distinction and implementing in law that looters can and will be shot on sight would fix a lot of the problems facing this nation during these riots. Agree or disagree, it would curb stomp this issue fast. Loot = Possibility for legal execution = Problem solved. STRONG COMMUNITY POLICING FTW
