I am no arson investigator, but I imagine fire suppression is probably more effective against most accidental types of fires. Intentionally set ones with a large amount(s) of accelerant are a bit different.
The "large majority of commercial buildings" aren't constantly filled with all-age customers while also being far and away the most likely type of business to experience fires in the first place.
(I mean normally, .. not because some drunk fought with cops and tried to Taser cops in the parking lot.)
Yeah, they have advanced chem supression in the grease areas. Also, there's nwih they don't also have heat-activated sprinklers for protecting citizens.
Or a fire response unit within 40+ minutes of them, for that matter.
Parts warehouses (equipment, not necessarily even any people) are required to have (at least) air assisted dry sprinkler systems .. which spray wet when there's a fire but can't freeze from being ignored / unheated.
A commercial building with no supression could be an increased danger to firemen, and to additional buildings, if nothing else.
One potentially full of kids and old people? Nah, there are sprinkler systems.
