Old caddy? May well have had electrical issues. We have lots of old beaters here in the PNW, minimal/no salt so they last forever and no safety inspections in most of the western states.

Actually you have to pass emissions every two years depending on the age of the vehicle, although they passed a law that goes into effect this year to abolish emissions.

Emissions is not the same as an inspection. Many east coast states have actual safety inspections which functionally culls old vehicles off the road.
