There were 2 officers. The one closest to the guy running away is the one that got hit with the tazer, and the other officer farther away is the one who shot his gun 3 times quickly, as far as I understand from the video.
I think you're thinking that it was one cop and he shot the guy after getting shot at with the tazer, and I don't think that's the case here.
No there were definitely two cops. If there was only one it's harder to fault the cop for shooting. I'm not sure if the cop who shot is the one who had his tazer taken from him?
That might become a significant issue. I would think the cop who had his tazer taken knew the perp had his tazer. The other cop probably knew too, but maybe not?
Legally, shooter cop might not be charged because he fired so soon after the tazer was fired. I think he shouldn't have pulled the trigger and it may be that everyone agrees, but reaction time is only so fast and adrenaline does funny things. It'll be interesting to see how long it takes to make a decision on this.
