In many cases, you get the job of police chief because you defer to the political mob. It's typically an appointed position, so it's politics, thus the best politician wins.

I had a friend who recently said to me, that the problem stems from good cops not having the proper systems in place to speak up against corrupt cops; and there's an inherent culture/climate that you just don't rat out other cops. And I think this story reflects strongly on why the "having each other's backs" culture exists. How can I trust you with my life knowing that you are a rat? I understand that this rationale is flawed, I'm not sure how else to put it. Could there perhaps be a better way to allow police officers to have each other's back but at the same time be able to root out the "bad apples"? Please feel free to respond!!
