I can tell you what their argument will be. Whether it’s bullshit or not is up for debate, but: after he fires the taser, he’s technically unarmed b/c they don’t shoot twice w/o reloading.
They are reloadable though, like all guns. If I was running from the police and turned and fired a flare gun at them i wouldn't expect them to just be like "Frank, if he starts reloading shoot him", they would probably just shoot me.
If police cannot use their guns when someone fires a taser at them, why do we give them guns in the first place? This is getting so fucking ridiculous.

Funny, guns also don't shoot more than a round without reloading.
