You are right, that is what she said. She said the average went from 5 minutes to 15. But the chaz precinct serves more than those 6 blocks. There are signs saying no cops and armed men monitoring them. That is going to slow down response, if they do respond. I wouldn't go in there as a cop.

I don't want to hear it, i need to hear it. I think right now, while so many are assaulting police, the world needs to hear it. They want to take cops off the air, fine. Replace it with nothing but 911 calls of victims. It's time for police to show they have balls and show the people why they need them.
There should be no shortage. When you call 911 in one of these shitholes, more often than not you end up on hold. Yes I watched the clip. She said their average response time had increased to 15 minutes, up from 5. She is also concerned about them taking the building they are stationed in now because it houses the 911 center.

Iirc, it was the Minneapolis mayor that said calling 911 is white privilege. It could end up much worse for the rapist if you called 911, he might go to jail or worse yet, get his dick shot off while attempting to grab an officer's gun.
