Article [I] (Amendment 1 - Freedom of expression and religion) 13
Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press;
or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.
See. It says Congress shall make no law abridging the right of the people to peacefully assemble. I don't see anything in there saying the national guard can't tear gas and dispatch an angry mob trying to surround the white house.
