Boating in general requires too much self reliance for them. If they indeed can afford a boat, they usually can't handle it competently. I worked at a marina a few years, you wouldn't believe the number of people who asked me to dock their twin engine boats that sometimes had bow or stern thrusters too. They were usually stingy tippers too.
Anything mechanical relays on preventive maintenance. I am an A&P mechanic. I too worked at a marina for a short while and people cannot grasp that concept to well. Obviously Bust Out Another Thousand goes hand in hand to people that fail to do those steps on owning one. My friend is a prime example since he bought a used 2006 Worldcat.

last time I was in J-Ville was in 2011 returning to NC from Tampa.i called a friend that lives in Jax Beach and she said to meet her after she got off from work so I hung out and rode down Mayport Rd where I used to travel daily when I worked on the base. It wasn't exactly Mar-a-Lago when I worked there but damn Mayoort Rd. Went full on slums. Stopped at a pawn shop at the intersection of Atlantic Blvd to kill some time and as I was walking out I saw a man across the street in the parking lot of a dump bar writhing in pain
. Cops were swarming, helicopters in the air.
It turned out that some man walked up to some guys playing cards outside in the trailer park and shot them. Apparently no motive.
The guy in the parking lot ran to the bar after he was shot, it turned out that he later died. I tried to follow any updates if they ever made an arrest but I never saw anything. Just freaked me the hell out was glad the shooter didn't go to the pawn shop right across the street. Getting bad in Atlantic Beach.
Personally, I wanted to step aside and let the police do their job. Having extra people there only adds to the chaos, but turned out the police just kneeled so...
Boating is fun....cleaning up someone else's mess is not. I'd guess most people just don't want to get involved in a risk/confrontation situation, kind of like out of site out of mind.
