Anybody who knows what happened then knows the blame goes to Congress at that time. The worst you can say about Reagan was he didn't realize the duplicity of the congressmen (esp certain senators) he was dealing with. but it's utterly ignorant to assign the blame to him. Put it where it really belongs.
