https://nypost.com/2020/06/15/trump-executive-order-aims-to-track-bad-cops-reward-training/

Some takeways:

  • “You’ll never solve this problem by demonizing the police,” the official said.

  • The tracking of officer misconduct will be broadly supported, he said, because “nobody hates bad cops more than good cops.” AMEN!

  • Incentives for training officers would require that police departments meet certification standards to get federal funds.

  • ESPECIALLY THIS ONE: The reform to send social workers with police on some missions would specifically be geared toward homeless people and those with mental health and addiction issues.

When most people die, that aren't violent thugs who attacked the cops, it is because they have a mental illness and the cops who killed them either didn't have the training or were sick motherfuckers that enjoyed it, like with Tony Timpa.

The GEOTUS's remarks were:

Trump said on Monday that the order “is about law and order, but it’s about justice also and it’s about safety.”

“We can get it done and will get it done,” Trump continued. “And certainly we can add on to what we do by the work that’s being done in the House and the Senate if we think it’s appropriate. Maybe they can get something passed and maybe they can’t.”

Does it include a section that mandates black fathers cant abandon their children, drop out of school by age twelve and have to act like functioning adults? You know, the real problems in the black community or does it just accept the premise of defund the police, that the police are the problem and if we defund or reform them, then blacks will stop abandoning their children and act like functioning human beings.

It looks to include the police reform we really need, because there is corruption. You can't solve the problems you pointed out with police reform, only solve the 'problems' they create later on with more police.
