It's bullshit. Any standard cleaning procedure for anything in a kitchen requires it to be completely dry, after cleaning, before using it again. And that's typically air drying. I don't know what regulations in NY are either...but bleach can only be used for very specific things like bathrooms. It's not supposed to be used on anything that would be considered a food-contact surface. There are specific sanitizers(multi-quat...typically)for that.

I don't know what regulations in NY are either...but bleach can only be used for very specific things like bathrooms. It's not supposed to be used on anything that would be considered a food-contact surface. There are specific sanitizers(multi-quat...typically)for that.

That's not true. Bleach can be used for whitening cutting blocks, but every surface needs to be washed, rinsed, and sanitized for a minimum of a minute and dried before use.
