Tiny (guy in the SF jacket) and the guys in black are Proud Boys - the driver literally has their fucking logo on the back of his shirt. This dipshit was trying to get photos of their tags so they could do this shit and they were trying to prevent him from having the photo to send to whoever is helping them get addresses.
