This is pure political theater, as it would require a constitutional amendment to make DC a state. The congress may think it has the authority to delegate this constitutionally enumerated authority, but they don't, any more than they can do the same with the fiscal responsibilities.

The District of Columbia was always designed to be under direct Federal control, as the seat of the Federal Government. It is not supposed to be subject to the laws of any particular state. Imagine for example if Philadelphia was still the Capital, and the Governor of Pennsylvania locked down the national government over Coronavirus.
