how is someone just standing there while on fire and not running around with urgency?

Going to guess that at first, at least, he may not have understood just how much he was on fire. Depending on the fuel type, it might have actually burned for a bit before it actually got hot enough to feel. By then he may have started to have issues with oxygen, since a lot of it was being used for things other than breathing in his local vicinity. Then he probably got hit with the realization and the burning all at once, potentially going into shock, at which point all bets are off as to acting rationally. That is my not-formally educated guess on it. Terrible way to die, but that is the choice he made, and where he's headed it's only going to be worse.

He did run with urgency at first but ultimately resigned himself to his fate.

Damn how much of that gas did he spill on himself? Kept on burning. Also was he still clutching a 40?

He stood firm in his conviction that he would rather die than allow that police car to live. And so....he suffered an agonizing death.
