After reviewing the higher quality video, he does have an object in his left hand. You can also see it drop from his hands when he collapses. It does look like you can see the 2 circles of glasses when they fall to the ground.
Nah, if he GLOWS he would have shot again to make sure the guy was dead then also shot the other people after reloading. This is legit and 100% justified.
