It should be specifically targeted to companies with a huge market share. That way, huge companies cant run monopolies on info gatekeeping, and small independent sites can keep operating as normal.

Engaging in editorializing as Twitter did when they edited GEOTUS's tweet makes them into a publisher. Anyone harmed by rioting, terrorism, or anything else coordinated on Twitter can now sue Twitter and their deep pockets for allowing that content to appear on their systems.
It does not take a decade. Look at the progress on the Sandmann suits.
Once ambulance-chasing liars find enough plaintiffs and the right jurisdictions to file lawsuits, all of big tech will take notice.

Relying on civil courts only gives people with hundreds of thousands of dollars laying around to dump into a lawsuit a chance at protection. Everyone should have their rights protected. As long as social media companies want to pretend that they are the public square they should be fully treated as such.
