Germany was split up by sectors after WW2, it was divided into sectors, French, American, British and Soviet sectors. The Soviets built a wall as the cold war escalated. Our mission then was more of a blocking force to prevent Soviet expansion. In the event of war, Allied forces in Germany would engage and hold Soviet forces while REFOGER (Return Forces Germany) US troops could be mustered and shipped from the US to back them up. The wall came down in 1989 and American troops remained. Was one of the those soldiers back in the day. 1983-1985 First Armored Divsion.

Germany clearly isn't worried about the "threat of Russia" when that's who it buys its oil from.
Pull out all 52k and either send them to a place like Poland where their presence will actually be appreciated, or even better, bring them home.
The 25,000 are there to man our bases and protect our nukes.

I'm all for bases able to project power globally and all, but 52k is a large expensive footprint for us to fund for a 70 year old geopolitical position. Whether 1000 soldiers, 25k, or 52k, the fact that they are there is a deterrent. Attack them, is an attack on us and USA. 25k is simply a lot more cost effective than 52k and less disruptive to servicemen and families. Germany can pay to be their own credible counter threat.

Long ago, when I was a young bootling fresh out of Basic Training and in Tech School, I got to fill out a sheet of the bases I wanted to go to. It read like a who's who of Germany. Had a strong German heritage, and I even spoke the language.
Instead, they send my ass to Korea. "What the fuck", right? Well, turned out to be the greatest thing that ever happened to me. I'll explain.
Korean babes can definitely get hot as fuck, but I met an Army chick who was stationed in Japan while I was out that way (amazing who you bump into when you go on leave...). Wound up marrying her. 30 years and two kids later? Yeah, fuck Germany. I still keep a rice cooker in the kitchen, a heavily-used wok (because stir-fry is awesome when you do it right), and I even got homemade kimchi in the backyard and in the fridge (before you ask, yes they make special airtight containers to keep it from stinking shit up in the house.)

A Lot more than that. The lowest paid military member makes 2200 per month after food and housing. The bases are a huge economic boost. They all spend that money downtown and on tourism. The Germans rip off Americans for rent too. The military pays double the typical cost for rent per person above e-4 there.
Well for one thing there will be a glut of used cars for sale. That happened with the big drawdown in the 90s. I don’t know about now, but then, the military would ship one car for you, and many people would buy a beater on the economy to have a second family car. With so many leaving and no one coming in, you could hardly give your car away. Troops were just abandoning their cars at the airport till the Germans got pissed off about that.
I went to Germany twice and bought a beater both times.

Before I started working full-time after college, I worked at a part-time job. A decent amount of customers were members of the troops. Every one of them was awesome. I had to deal with a lot of morons at that job (both coworkers and customers), so they were a breath of fresh air.
