Theyre cops, thats their job. The taser had been fired and wasnt useful anymore, he wasnt be arrested for a violent killing spree or some shit. If you cant keep up with an impaired individual you shouldnt be a cop. They dont even have to catch him they just have to have one guy keep him in sight and the other get in his car and stay ahead of him, while calling in backup.

I dont think this was some racist or hateful shooting but lets not pretend there was no other option than to shoot him...
