Get starved out when the nation you go to war with no longer has to provide anything.

I can see how a civil war could come about with how the CHAZ happened. Get enough cities with these zones of insurrection, they push for territory, perhaps unite under one banner with the intention of flipping the states they are in to their side. That said, they will not get far if their states fall under siege. Most will get starved out.
