Not only did Crooked admit to her crimes, the head of the FBI even acknowledged that they were crimes. But apparently he decided she "didn't mean to break the law", according to her, so she shouldn't be charged. Despite the fact that premeditation is not a required element of the statue.

Glad to see FBI taking law and order seriously for a change, but this seems a little pedestrian for them.
