No, individuals pay for their own shit. You want your kids to play soccer? You join a league and pay the dues. You want health insurance? You get a job that pays for it or you pay for coverage out of money you make as a freelancer. That home in the suburbs? Either rented if you live in an expensive area or are just starting out or paid for with a mortgage.
They pay for all of that and still pay the taxes that fund the police/fire/etc, usually in excess of what is needed because then they have resources in case of a catastrophe occurring.
But nice of her to confirm that the easiest way to live in a crime-free utopia is to live in an "affluent white community" where the only joggers you'll find are the rather cute blonds in spandex.
