H1B visas are for bringing in talent that doesn't already exist (imagine that, professionals that can't be found anywhere in America?!). The program is used for bringing in labor from countries like India, where folks will work for less than 1/10 of what an American earns per year. These H1B visa holders will accept less earnings, because they live in areas with extremely low cost of living; and their higher-education degrees are earned in 1 or 2 years, not 4-6 years like in the US, where university educated folks accumulate serious debt for the "education".
So, put yourself in the shoes of someone who got replaced. You live in Chicago, with a middle-tier cost of living. You go to a 4 year state university, and rack up 40,000 in student loan debt. You get your first job in IT, and you're getting your adult life on track! Then, you hear you're being laid off. They're bringing in a team of people from India who will sit with you and your coworkers for 2 months, to learn everything you do. Once the knowledge transfer is complete, they return to india with the jobs, and you are sending out your resume. Don't forget, you cannot default on your student loans, and bankruptcy will not let you escape them ever. You still have to eat, pay rent, and live in Chicago..tho, you could move to southern Illinois where it's cheaper..but far far far fewer IT jobs. So, you bleed our your savings. You're starting back at zero, if you ever get a job again. Most people say fuck it, and go work at Target or a restaurant, because jobs aren't plentiful enough.
