I think you (or somebody you got this link from) erroneously attributed the name "Project Odin" to Parscale's project. Look at the main page of the Twitter account https://twitter.com/GitmoChannel that your thread title links to a tweet from. The next tweet from that account (above the one with the video clip of Parscale) is a retweet from Ron/@CodeMonkeyZ about a totally different technology he has developed and called "Project Odin" (an "anti-deplatforming tool"). There is no indication, either on that Twitter account, in the tweet you linked, or anywhere on the internet, of any connection between Parscale or the Trump campaign to anything called "Project Odin".
