IF they installed anything new it means they installed one or more programs that enable the ‘optional’ tracking app - which I suspect is a little more than the user interface (UI) for the functionality they pushed.
It only works if you have an app to connect to it. Also if bluetooth is off, and all location services the whole thing is greyed out. Also if you want android you can get lineage os and just don't install gapps.
Can confirm the Samsung Galaxy Note 10+ has a covid tracker installed now. But it is "turned off", says it needs bluetooth to work and needs a "participating app." So Idk what this is. strange.
Just checked and my Samsung Galaxy 8 has it. Did not do any updates and it is there. Thanks for sharing the bluetooth info, once I turned that off it stopped working.
The article literally says and shows that it's off by default on iPhone but rampantly speculates it might be turned on surreptitiously even though every public statement by Apple has said otherwise. The facility exists, but the user has full control over it. The user must install an app and for the user to do that, the app needs to be approved by Apple.
There was another article recently stating that very few people have installed any of these apps making the facility completely useless. Sounds like the people have already spoken and they know it is bullshit.

I refused to update my iphone since I heard about this like Month and a half ago. Im using ios ver. 13.0 and its not on my phone

On my Moto Z2. Says it needs a participating app to finish installing.
Also, illegal in RI for me to talk on the phone while driving, must be hands free, so I can't shut Bluetooth off. Looks like they got me.
