People have a right to stand their ground and occupy the space they're in. Can't go around physically moving people out of your way. It's uncivilized and aggressive. If they're blocking the door to your house or car, or preventing you from escaping a dangerous situation, that's another story.
Really depends on the situation. Legally if they touch you or show any sign of aggression towards you appropriate force can be used (normally state laws include a provision for the presumption of an attack).
If someone is going out of their way to get into your way then that, in my opinion, is a sign of aggression and would be dealt with accordingly.
