EB5, L1, and E1/E2 are the main investor visas. I believe the L1 is added in because while it’s mainly for investors in my experience, there is something called a “blanket” L1 which you can get if you have a company over 5000 employees. This allows you to skip the entire L process and bring in foreign workers without a lot of vetting. If this EO only affects blanket L visas (which are always done by in-house counsel) then I’m ok with this.
