America should limit H1b visas to students who graduated from top-tier US universities. Otherwise you will always find some ppl on H1b visas are skilled, which will be the argument for others why H1b cannot be cancelled, while most H1bs are crap.

Because H1b visa is allowed by US Congress. Unless Trump supporters express opinions to senators and congressmen, and get Congress to cancel H1b, otherwise the issue won't be fixed.
