Whenever I see someone (white or black) running around without a shirt on (and obviously NOT exercising) I know these guys are high as kites most likely on meth, crack and/or pcp.

Which reminds me ... did we give up on the drug war? The thing that really hurts the black community, besides the broken family, is the rampant drug use and gang culture.
