An EMP is 100% going to be treated as a first strike by the country that's attacked, and they'll respond with their entire nuclear arsenal.

The United States has already progressed beyond EMP weapons. We have satellites in place that would notify us the second they even began moving nukes around. They would receive a first strike from us before they even got a hot rocket off the ground, and it wouldn't be a nuke. Remember, the space force exists for a reason and it's not to fight aliens on Mars.
