I would say it is immoral to offer them this in the same way it is immoral to offer a child candy to run across the highway, or tossing them a gun to play with with a warning label on it that says which end the bullets come out.
Now extend this to people of lower IQ. They may not be as smart as you and I, but that does not make it ethical to wipe them out. They have a right to life, and they may instinctively understand the value of procreation, on a genetic and cultural level, but be in a desperate economic position.
This cavalier dehumanizing discussion is what leads people to eventually argue "Fuck it. I just decided they are sub-human. Why am I paying them? This is getting expensive for ME. It's my money, which represents my life, my time, my effort. Why am I giving it to these sub-humans just to relieve myself of guilt, responsibility? Why don't we just dig a pit over there...".
