Yes. Young people cannot see their future selves, because they are biologically immature and inexperienced (lack wisdom). They cannot appreciate what they are sacrificing.

I would say it is immoral to offer them this in the same way it is immoral to offer a child candy to run across the highway, or tossing them a gun to play with with a warning label on it that says which end the bullets come out.

Now extend this to people of lower IQ. They may not be as smart as you and I, but that does not make it ethical to wipe them out. They have a right to life, and they may instinctively understand the value of procreation, on a genetic and cultural level, but be in a desperate economic position.

This cavalier dehumanizing discussion is what leads people to eventually argue "Fuck it. I just decided they are sub-human. Why am I paying them? This is getting expensive for ME. It's my money, which represents my life, my time, my effort. Why am I giving it to these sub-humans just to relieve myself of guilt, responsibility? Why don't we just dig a pit over there...".

This is a genocide discussion you are having. You just haven't figured it out yet.

Who said anything about low IQ people being more likely to go ahead with the sterilization? I'm sure there are LOADS of less intelligent people who have other valuable attributes, such as creativity, beauty, humour and athleticism, and thus value themselves highly, (as they should).

And I would suggest to set the lowest age limit before such a procedure can be done is around 22-25. That would hopefully quell your other fear somewhat. And yes, it'll catch out a few amazing people who are desperate and made the plunge without thinking it through, but ultimately I think it'll work out overall.

I don't think anyone has a right to play judge and executioner to a human's life in that way. I would be very much against that.

Out of curiosity, is this the first time you've heard of this exact idea? I wasn't claiming it was original, and doubt I came up with it myself, but you had to admit, it's very rarely heard.
