It's about timing. If he unleashes it too soon, activist judges will issue injunctions to prevent any EO from being enforced where its needed the most.

Knocking out an EO on voter ID will require careful timing.

Don't be silly. An activist judge will have an injunction issued before the ink is dry on an EO. It is only a long drawn out process when Republicans think about doing it.
