They are hoping that Biden can grab some Obama voters that didn't show up last time and that flipped to Trump in 2016 and that the progressives will hate vote Trump out. Im not sure how much control the establishment DNC has over the progressives atm.

Why not go with Tulsi or some other candidate? Hillary lost because she promised a 3rd Obama term. Most of Bernies voters rallied against DNC and voted Trump. Biden is barely competent. It's a horrific strategy.

I think because Joe is a known commodity. The DNC is fractured and the people who are in power in the partt dont want to risk it with some relatively new comer.

when they run someone against an incumbent, both parties usually trot out some guy they don't think can win, but would be pleasantly surprised if he did. see: romney, mitt
