Civil rights act allows you to sue the city. See the evergreen state college as an example. That college I believe paid out a half a million dollars to settle the lawsuit. The city has an obligation to make sure the civil rights act is not being violated.
Need to sue individual law makers, not cities, I.E. taxpayers. Make them personally responsible for their actions/inactions.
