What it means in reality is that Apple and Google have installed a backdoor tracking program on your device that can be turned on at the whim of any petty bureaucrat to see if you are associating with any wrong thinkers.
Not that I have discovered unfortunately. You can't interact with the system unless you have a contact tracing app installed, so theoretically if you install an app you can disable the service, but only as much as it is "disabled" now.
In short order there will be drive-by malware served up on Google's ad servers that installs a backdoor app that uses the system for nefarious purposes, or government will subpoena tracking data for the area of a crime, etc... IMHO
even better use a VPN when you leave home. Nord has an app. say you're in Poland or something
