I was in Seattle in 2016, staying in downtown, just up the hill from Pikes place. It was already a mess of addicts everywhere and the businesses in the area weren’t very well patronized. The bars I went to were mostly empty, same with the restaurants.
You couldn’t walk down the street without being aggressively begged at for money by an addict.
