He is just saying this in jest but he is saying they will replace the statues with Donald Trump statues, which would make people stop tearing down the old statues because they hate Donald Trump so much.

I kinda lost my sense of humor over this situation. Building Trump statues for them to then tear down and destroy while the cops stand just there seems to be a waste of money. So that was a bad joke anyway.
