The common Black Culture is a significant contributing factor by my estimate:
Glorifies violence, being a thug, and violent-strength
Glorifies acquiring wealth through any means but work
Demonizes hard work and being a "normal" (peaceful) citizen
Pushes victim mentality and a lack of responsibility
Most successful blacks tend to do the opposite of all of the above, and achieve success and respect through hard work and a sense of responsibility.
IMO, no matter how much money is poured into black communities, these problems will remain until culture is fixed. These BLM riots have only further encouraged thug-culture and undermined personal responsibility.
Once the BLM hype dies down, nothing will have changed to help blacks. The change instead will be a few more Marxist policies and blacks having reinforced the idea that their violence is justified because "fuck the system that keeps me oppressed." Crime rates of blacks will increase significantly, leading to increased bias against blacks. Racial-equality will be set back about decade (maybe more, it's hard to measure), and more riots will probably occur periodically.
