That was my first thought too...that somebody could have just cut that off and threw it on his car or something. But the part that doesn't make that stick is how the neighboring garage's rope pull was manipulated. Somebody had untied the knot from the next-door garage and straightened out the rope, so that it no longer resembled a noose. The only reason somebody would do that would be an attempt to deceive, so that somebody (NASCAR, FBI, etc) wouldn't notice that it's identical to the "noose". If you were trying to intimidate Bubba or "send him a message", no way in hell you change the appearance of the rope in the next garage.
The fact that they don't show the noose is sketchy af. Add to this Wallace being one of the major voices calling for confederate flags to be banned from NASCAR, makes me think they needed this "racist" incident to justify and distract from a dumb rule they made up to appease the mob.
Something else to consider here, Wallace lost his sponsor back in April. They were having "E-Racing" events due to the Corona lockdowns and he threw a hissy fit during one and quit in the middle of the race, acted like a real asshole. His sponser dropped him that same day, so he needs a sponsor. Corporate America will be lining up to sponsor him now.
Oh the fact the race held the weekend before received lowest TV rating since 1999. They need something to prop up the rating... race baiting to the rescue!
I do the one bunny ear, and a double knot. But, the way I do it, my laces can still be undone by pulling on one lace, but you have to pull hard. Works great!
I imagine most knot tying (outside of boating) was learned from the Boy Scouts, but since that's dead, there probably aren't a lot of people learning knots any longer.

I miss 2019 when almost every hate crime was a hoax. They're still are, but it made the news more often.

Dishonest people don't want you to see any evidence, like this picture of how every bay at Talladega has a hand loop tied in it to help close the door except for Wallace's bay, where it has been cut off and presumably tossed somewhere in the garage where it was later found and used to fuel cries of hate crimes.
That's the kind of thing honest people want you to see but dishonest people try to hide.

Knot making is becoming a lost art, sadly. Even a slip knot is a noose, now. Next blood knots on your fishing line will be considered nooses.

I learned to tie a proper noose when I was 11. At church of all places. Part of growing up in the deep south I guess.
