We're not looking at the positives here. It seems that at least 4 years ago, Biden wasn't as confused and dementia ridden as he obviously is now. He was sharp enough 4 years ago to put a complex thought process together....how to frame and fuck over Flynn.

He obviously isn't capable of that kind of complex criminal planning these days.
