Yes. Policy documents can say whatever they want. When it comes to an individual hiring manager, they will not hire the candidate that is a ticking time bomb.
Reminds me of the ADA act. End result was LESS disabled people were employed because employers didn't want to risk an ADA lawsuit so they simply avoided hiring disabled people. Net effect was disabled people were worse off.
The same will happen to black people (unfortunately), they will be set back 20 years because everyone is going to be cautious AF around black people. Conservative black people will probably progress much faster once non-blacks realize they aren't radicalized.
