Several years ago someone I know pointed out that the major roads/interstate highways that go in circles around major downtown areas were done on purpose in order to create "kill zones" in case the city ever came under siege. I laughed then, pointing out that it was just the most efficient way to get traffic from one place to another. Now I see all the leftists holing themselves up in cities and I'm wondering if he wasn't on to something...

Explain? Where is the kill zone? Inside the bypass or outside it? How does this create an advantage for those inside the bypass?
