As a veteran, Arizona will issue you a CCW w a copy of your DD 214 and fingerprints. While you can't carry in CA as soon as you cross into Nevada or Arizona you are good.
You can also get a Utah permit even if you don't live in Utah, and it is valid in many other states. A friend of mine here in Oregon has his Utah permit so he can carry in neighboring Washington, because Washington honors Utah permits but not Oregon permits.

AZ is constitutional carry. An AZ CC permit is also valid in some other states, which is why they issue them.
