Actually, this guy will make bank. It's not the polices fault, its the city that is liable for not enforcing anything.
Strictly the mayor herself, insurance won't paY that bill. City rates are set by safety standards, police, fire, response times, building codes etc. She took protections away and voided the insurance. Her lawyers suck. Her pocket now.
