people in china and the rest of asia wore masks before the Chinese Virus because their air quality is so bad, but the masks still didn't stop the spread of infection...also, the virus can enter your body through your eyes and ears....there is "better safe than sorry" but there is a corresponding cost to that and sometimes it's not worth paying that cost if the mandate increases your safety by only a small margin
