The Fake News media is doing it on purpose. A girl I know who does PR for Texas Childrens just posted a press release from the CEO's of the hospital systems saying that there is a surge but they are well within their capacity. It is a bit legalistic in phrasing, but they put this thing out to counter the panic inducing statement by the media.
